Arthur O. Phelps July 6, 2015 by Mitchell Leave a Comment Arthur O. Phelps was in 1900 census located in Oklahoma Cherokee Territory. I am his grandson. I was told he was 1/2 Cherokee. He went on to become a Principal at a grade school in Altamont, KS.
